Dubai: Al Quoz Creative Zone transformed with pedestrian, cycling, and cultural spaces

DUBAI – Dubai’s Roads and Transport Authority (RTA) has successfully completed a comprehensive package of infrastructure projects aimed at enhancing connectivity, soft mobility, and transport integration in the Al Quoz Creative Zone.

The initiatives form part of a wider strategy to establish the area as a global creative hub that attracts artists, entrepreneurs, and investors, while providing an integrated ecosystem for innovation, production, and exhibition.

The Al Quoz Creative Zone offers live-work opportunities, affordable spaces, and venues for cultural events, under a framework that supports economic viability for developers and landowners. The newly completed projects focus on improving pedestrian and cycling accessibility, enhancing safety, and creating spaces that encourage social interaction and active travel.

Key infrastructure delivered

The RTA has introduced a pedestrian and cycling bridge on Al Manara Street, measuring 45 metres in length, 5.5 metres in width, and 6 metres in height. The structure includes two access ramps, each extending 210 metres, and features design elements aligned with the creative character of the zone. The bridge aims to facilitate smooth movement while prioritising safety for pedestrians and cyclists.

Additionally, three mobility hubs have been established, alongside 4 km of pedestrian and cycling tracks and individual mobility routes. These developments connect Al Quoz Creative Zone to the Onpassive Metro Station and Al Quoz Bus Station, promoting a seamless, multimodal transport network across the area.

Preparations have also been completed for the implementation of the Super Blocks project, a key part of Dubai’s master plan to expand pedestrian pathways and activate public spaces in urban areas. The initiative allows temporary closure of streets during cultural events, transforming them into pedestrian-friendly zones. The Al Quoz Arts Festival, scheduled for 24–25 January and organised by Alserkal Avenue with Dubai Culture, will be among the first events to benefit from this development.

Supporting cultural growth

The Super Blocks project aligns with Dubai Social Agenda 33, the Year of the Family, and the Dubai Urban Plan 2040, aiming to enhance social cohesion through recreational and cultural engagement. It supports the 20-Minute City concept by allowing residents and visitors to access work, services, and leisure activities within a compact, pedestrian-focused environment.

The initiative also contributes to environmental sustainability by encouraging soft mobility, expanding green spaces, and promoting low-carbon urban living. By improving connectivity and accessibility, the project aims to stimulate economic activity while creating new investment opportunities within the creative economy.

Integrated transport system

Mattar Al Tayer, RTA Director General and Vice Chairman of the Higher Committee of Al Quoz Creative Zone, highlighted that the projects reflect the RTA’s commitment to people-centric urban mobility. “The pedestrian and cycling bridge on Al Manara Street enhances safety and traffic flow, while the mobility hubs and internal pathways create a connected urban environment that encourages walking and social interaction,” he said.

Al Tayer added that the initiatives support Dubai Urban Plan 2040 by embedding the 20-Minute City concept, ensuring that work, leisure, and essential services are accessible within a compact urban framework. The integrated transport system is designed to reduce reliance on private vehicles, improve efficiency, and enhance the quality of life for residents, visitors, and entrepreneurs.

Creative Zone vision

Hala Badri, Director General of Dubai Culture, emphasised that Al Quoz Creative Zone strengthens Dubai’s position as a global centre for creativity. “The zone provides facilities that empower creatives, entrepreneurs, and investors, while encouraging innovation and economic value creation,” she said.

Badri noted that the newly completed mobility and transport integration projects enhance the zone’s appeal, supporting cultural, artistic, and recreational initiatives. Dubai Culture remains committed to activating the area with programmes that nurture talent, highlight opportunities within the creative industries, and position the city as a thriving global hub.

Expanding capacity

The master plan anticipates a major expansion in activity within Al Quoz Creative Zone. The number of creatives is expected to grow from 900 to 20,000, while the area will accommodate 8,000 residents and attract approximately 33,000 visitors daily. Studio and workshop spaces will increase tenfold, leisure and support facilities will triple, and leasable areas will grow by 30%.

Compared with industrial arts districts worldwide, Al Quoz Creative Zone will rank among the largest in terms of both built-up area and the number of creative practitioners it can host. This expansion reflects Dubai’s ambition to develop a fully integrated, economically viable, and culturally vibrant creative ecosystem.

Distinctive planning code

A pioneering planning code underpins Al Quoz Creative Zone’s development. It promotes integrated live-work environments, including 2,900 affordable housing units for creatives. Public spaces are designed to host artistic activities, cultural events, and product showcases, while Sikeek alleys are transformed into shaded outdoor areas.

Knowledge and exploration routes feature recreational facilities, public plazas, and shared open areas for relaxation, socialising, and art display. A unique visual identity strategy incorporates murals, sculptures, and dedicated art routes, enhancing visitor experiences while preserving the area’s industrial character. Existing warehouses have been repurposed for creative use, and infrastructure networks are aligned with development requirements in collaboration with relevant authorities.

The completed projects reflect Dubai’s strategic vision to integrate culture, transport, and urban planning. By improving connectivity, promoting soft mobility, and creating pedestrian-focused spaces, the initiatives strengthen Al Quoz Creative Zone’s role as a global creative and cultural destination.
